9. Cognizance of offences under the Act.- (1) No Court inferior to that of a Magistrate of the First class, shall try any offence under this Act and no person shall be prosecuted under this Act except with the pervious sanction of the Government1[or the officer authorised by the Government]1. (2) All offences under this Act shall be compoundable.
