Suo motu registration.- Any person who is liable to get himself registered under this Act fails to do so, the prescribed authority may after conducting such survey, inspection or inquiry as may be prescribed, proceed to register such person under the Act and the provisions of section 10-A shall apply mutatis mutandis.]1
