14. Acts and proceedings of the Regional development authority and committees presumed to be valid.- No act or proceedings of the Regional development authority and any of its committees shall be invalid or vitiated merely by reason of,- (a) a vacancy therein or any defect in the constitution thereof; or (b) an irregularity in its procedure not affecting the merit of the case.
