Section 18. Power to recover cost.

18. Power to recover cost.- If any person on whom a written order is served under 1[section 16]1 refuses or fails to comply with the order, the Authority may take such action as to prevent danger and ensure safety to the public and may recover the cost with legitimate interest thereof from such person.
