Section 6. Nomination of members of first Councils.

6. Nomination of members of first Councils.— Notwithstanding anything contained in sections 3 and 4, in the case of the first Councils, all the members other than the ex-officio member shall be nominated by the Government: Provided that the members so nominated shall be registered practitioners and holders of recognized qualifications.
