8. Bar of jurisdiction of civil courts.—No civil court shall have jurisdiction to settle, decide or deal with any question or dispute or to determine any matter which is required to be settled, decided or dealt with by any authority or officer authorized or appointed under this Act or a scheme made thereunder.
