4. Commissioner of Labour.— (1) The 7[State] Government shall, by notification in the Official Gazette, appoint a person to be Commissioner of Labour. (2) The 1[State] Government may, by general or special order, notified in the Official Gazette confer and impose all or any of the powers and duties of the Commissioner of Labour on any person whether generally or for any local area.
