5[133A. Mortgaged or encumbered property of Tribal not to be sold to non-Tribal at public auction under section 133.— Notwithstanding anything contained in this Act or in any other law for the time being in force, where the mortgaged or encumbered property belongs to a Tribal, it shall not be sold to any non-Tribal bidder at public auction under section 133 or otherwise transferred to a non-tribal under the provisions of this Act.]
