4. Guidelines for making order to supply water from any well.— For the purposes of making any order under section 3, the requisitioning authority shall take into consideration the total water supply available or likely to be available in the well during a certain period, the minimum requirement of the owner during the period for his personal use for drinking, and the quantity of water which can reasonably be released for distribution to the persons residing in the local area, where there is scarcity of drinking water.
