10. Delegation of powers by the 2[State] Government.— 3[Any of the powers and duties conferred or imposed upon the 4[ 5[State] Government] by this Act may be exercised or performed, subject to such conditions as the 6[ 7[State] Government] may prescribe, by any person whom the 8[ 9[State] Government] may by general or special order empower in this behalf.
