11. (1) Every manufacturer of finished goods using1* forest produce, and every exporter of 1*forest produce shall get himself registered within such period, on payment of such fee. and in such manner, as may be prescribed. (2) Every such manufacturer and exporter registered under sub-section (1) shall furnish a declaration’in such form. by such date, and in such manner, as may be prescribed.
