40. President of Gram Mandal, etc. to be public servants.— The President 1[and the Vice-President] of the Gram Mandal and the members of the Executive Committee constituted under this Act and the officers and servants of the Gram Mandal shall be deemed to be public servants within the meaning of section 21 of the Indian Penal Code (XLV of 1860).
