15. Delegation of powers.— The State Government or 5[the Commissioner,] as the case may be, may, by notification in the Official Gazette, direct that any power conferred or any duty imposed on it or him may, subject to such conditions as it or he may, specify, be exercisable also by any officer specified by it or him.
