71. Chairman, Vice-Chairman, members, Chief Executive Officer and other officers and servants of committee to be public servants.— The Chairman, Vice-Chairman, members, Chief Executive Officer and other officer and servants of committee shall be deemed when acting or purporting to Act in pursuance of the provisions of this Act or the rules, regulations or by-laws made thereunder, to be public servants within the meaning of section 21 of the Indian Penal Code (V of 1860).
