11[126E. Estimate expenditure and receipts for the purposes of Chapters IX and X.— 12[The Commissioner] shall on or before 13[fifth day of February] have prepared and lay before 14[the Standing Committee in such form as the Committee] shall from time to time approve,— (a) an estimate, classified in accordance with section 125A, of the expenditure which must or should, in his opinion, be incurred by the Corporation in the next official year for the purposes of Chapters IX and X; (b) an estimate of all balance, if any, which will be available for re-appropriation or expenditure for the said purposes at the commencement of the next official year; (c) an estimate of the Corporation’s receipts and expenditure for the next official year from the services under Chapters IX and X.
