200. 1[Service] of bills for certain taxes.— (1) When any property tax 2[* * *] or 3[* *] installment of any such tax, or shall have become due, the Commissioner shall, with the least practicable delay, cause to be 4[served] upon the person liable for the payment thereof a bill for the sum due. (2) Every such bill shall specify the period for which, and the premises, 5[dog] in respect of which, the tax is charged and shall also give notice of the time within which appeal may be preferred, as hereinafter provided against such tax 6[* * *].
