By-laws to be confirmed by Central or 8[State] Government as the case may be.— No by-laws 9[* * * *] shall have any validity unless, and until it is confirmed 10[in the case of bylaw made under clause (s) of section 461, by the Central Government, and in the case of any other by-law, by the 11[State] Government].
