Extent of benefit to corporation by change in policy of 5[State] Government in regard to their liability, in respect of primary education.— If there should be at any time a change in the general policy of 6[the 7[State] Government] in regard to their liability in respect of primary education, the corporation shall be entitled to benefit by such change in policy to the same extent as a city municipality.]
