322. New places for disposal of the dead not to be opened without permission of Commissioner.— No place which has never previously been lawfully use as a place for the disposal of the dead and registered as such shall be opened by any person for the said purpose without the written permission of the Commissioner who, with the approval of the Corporation, may grant or withhold such permission.
