412. Costs of proceedings in appeal.— The costs of all proceedings in appeal under section 406 before the Judge including those of arbitration under section 408 3[* * * *] shall be payable by such parties in such proportion as the Judge shall direct and the amount thereof shall, if necessary, be recoverable as if the same were due under a decree of a Court of Small Causes under the Provincial Small Causes Courts Act, 1887 (IX of 1887).
