91. Constitution of Special Funds.— 1[Save as otherwise provided by this Act, the Corporation] may constitute such special funds as are prescribed by rules and such other funds as may be necessary for the purposes of this Act. The constitution and disposal of such funds shall be effected in the manner prescribed by rules.
