Sales in other cases by whom to be ordered and the manner of making and confirming them.— The State Government may make rules for prescribing such supplemental or incidental provisions as it deems fit for ordering and holding and confirming sales by public auction 3[or by auction inviting sealed bids] of any property or class of property distrained or attached under this Act.
