22. Vacancies, etc., not to invalidate proceedings of Commission.— No act done or proceedings taken by the Commission, or the Overseeing Council shall be questioned or be invalid on the ground merely of the existence of any vacancy or defect in the constitution of the Commission or the Overseeing Council or any defect in the nomination of a person as the Chairman or a member.
