Section 39. Interpretation in case of doubt.

39. Interpretation in case of doubt.— If any question arises regarding the interpretation of any provision of this Act or of any regulations or by-laws made thereunder, the matter may be referred for decision to the State Government and shall be so referred to the State Government if not less than three members of a Board so require. The decision of the State Government shall be final.
