18. Acts and proceedings not invalidated by vacancies or defects in constitution of Board or Governing Council or Committees.— No act or proceedings of the Board or Governing Council or any Committee shall be invalid merely by reason of any vacancy in or any defect in the constitution of such Board or Governing Council or Committee.
