Section 11. Cognizance of offences.

11. Cognizance of offences.- (1) No Court shall take cognizance of an offence punishable under this Act, except on a complaint made by the Controlling Authority or an Inspector or by any Officer of the State Government authorized by it in this behalf. (2) No Court inferior to that of a Metropolitan Magistrate or a Magistrate of the First Class shall try any offence punishable under this Act.
