2[125. Sanction for undertaking works or development schemes.— (1) No works or development schemes, in relation to expenditure which is to be made, either from the district fund or a block grant, shall be executed, except with the previous sanction of such authorities or officers as may be prescribed by rules. (2) The rules made for this purpose shall also prescribe the limits of non-recurring and recurring expenditure upto which each such authority or officer may accord the sanction. (3) The State Government shall be competent to vary the prescribed limits, from time to time, by notification published in the Official Gazette, provided that where the limits are so increased, the increased limits shall not be more than twice the limits prescribed by the rules.
