79. Constitution of Standing Committee.— (1) Subject to the provisions of section 81, the Standing Committee shall consist of— (a) the President; (b) the Chairman of Subjects Committees; 8[(c) subject to any rules made by the State Government in that behalf, 9[eight Councillors] elected by the Zilla Parishad from amongst its Councillors; so however that not more than two seats shall be reserved for Councillors belonging to Scheduled Castes or Scheduled Tribes or] 10* * * backward classes of citizens. 11* * * * * * * 1* * * * * * * (2) The President shall be ex-officio Chairman of the Standing Committee. 2* * * * * * * (4) The Deputy Chief Executive Officer 3[and where more than one Deputy Chief Executive Officer have been appointed, such one of them as may be nominated in this behalf by the Chief Executive Officer,] shall be the Secretary, ex-officio, of the Standing Committee. 4* * * * * * *
