69. Manning levels. Every vessel shall employ such number of seafarers, as may be prescribed, onboard to ensure that vessels are operated safely and efficiently with due regard to security under all conditions, taking into account concerns about seafarer’s fatigue and the particular nature and conditions of the voyage.
