1. Short title, extent, 1[commencement and application] :– (1) This Act may be called the Orissa Grama Panchayats Act, 1964. (2) It shall extend to the whole of the State of Orissa : Provided that it shall not apply to any area which has been or may be constituted hereinafter as a Municipality 1[* * *] under the provisions of the Orissa Municipal Act, 1950 (Orissa Act 23 of 1950); Provided further that when any local area is excluded from a Munici-pality 1[* * *] under the provisions of the said Municipal Act, the provisions of this Act shall apply to such area.
