422. Provision for exercise of extraordinary powers :– At any time within one year after the commencement of this Act, the State Government, or the Magistrate of the district, with the previous sanction of the State Government, may take such action consistent so far as may be with the provisions of this Act, as may in the opinion of the State Government be necessary for the purpose of newly constituting a municipality or bringing the provision of this Act into force for the first time.
