89 - Diversion of borrowed money to purposes other than those first approved :- When any sum of money has been borrowed under Section 87 or Section 88 for the purposes of meeting particular expenditure or repaying a particular loan no portion thereof shall be applied to any other purpose without the previous sanction of the State Government.
