Any offence punishable under section 10, or any breach of the conditions of the licence or any contravention of the provision of this Act and rules made thereunder may, either before or after the institution of prosecution, or cancellation or suspension of the licence issued under the provisions of this Act, be compounded by the District Magistrate on payment of such sum, as the District Magistrate thinks fit.]
