4[3-A. Notwithstanding anything contained in this Act, the Administrator of the Union Territory of Himachal Pradesh in relation to the transferred territory and the Administrator of the Union Territory of Chandigarh in relation to that territory, shall, until other provision is made by law, be deemed to be the Board constituted under this Act, respectively, for the transferred territory and the Union Territory of Chandigarh and accordingly shall perform the functions, discharge the duties and exercise the powers of the Board in relation to these areas.]
