Section 11. Appeal.

11. Any person or any department of Punjab Government aggrieved by an order of the competent authority under this Act may, within thirty days from the date of order, prefer an appeal to the Commissioner in such form and manner, as may be prescribed: Provided that the Commissioner may entertain an appeal after the expiry of said thirty days, if he is satisfied that the appellant was prevented by sufficient cause from filing the appeal in time.
