Section 19. Cognizance of offences.

19. (1) Notwithstanding anything contained in the Code of Criminal Procedure, 1898, an offence , punishable under sub-section (1) of section 18 shall be cognizable and non-bailable. (2) No court shall take cognizance of an offence punishable under sub-section (2) of section 18 except on a complaint made in writing by the fair officer or any other officer not below the rank of a Gazetted officer authorised by the Deputy Commissioner in this behalf. (3) An offence punishable under sub-section (2) of section 18 may be tried in a summary manner.
