Section 28. Power of the Government to solve difficulties.

28. If any difficulty arises before the Forum or the Tribunal, as the case may be, in carrying out the purposes of this Act, then the Forum or the Tribunal may refer such difficulty to the Government and the order of the Government in such matter shall be final: Provided that no such order shall be made by the Government after the expiry of a period of three years from the date of commencement of this Act.
