Section 9. Powers and functions of the Member-Secretary.

9. (1) The Member-Secretary shall act as the Chief Executive Officer of the Council. (2) Every order of the Council shall be executed through the Member-Secretary. (3) The powers and functions of the Member-Secretary shall be such, as may be prescribed.
