Section 21. Chairman of meeting.

21. Chairman of meeting. - If at a meeting neither the Chairman nor the Vice-Chairman is present, the members present shall elect one from amongst themselves to be the Chairman of the meeting and such Chairman shall perform all the duties, and may exercise all the powers, of the Chairman of the Board while presiding at the meeting.
