9. Maximum land that can be held. - Notwithstanding anything contained in any law for the time being in force, on and from the date of commencement of this Act no person shall, except as provided in this Act, continue to hold or retain in his possession in any capacity and under any tenure whatsoever agricultural land in excess of the ceiling area applicable to him.
