13. Acts and proceedings of Board not invalidated by reason of vacancy, defect or irregularity No act done or proceeding taken by the Board shall be invalidated merely by reason of the existence of a vacancy among its members, or by reason of a defect in its constitution or an irregularity in the procedure adopted by it.
