141-S Proceedings not to be affected by informality – No proceding under this chapter shall be effected by reason of any informality, provided the provisions thereof be in substance and effect complied with and no proceedings under this Chapter shall be affected by reason of the omission to serve and notice required by or under this Chapter to be issued and served.
