13. Payment of fees and travelling expenses to member:- There shall be paid to the members of the Council such fees for attendance at meetings of the Council or of special committees and such reasonable travelling expenses for such attendance for such journeys-under-taken in the discharge of their duties under this act, as may ,from time to time , be allowed by the Council and approved by the Government.
