Section 44. Power to remove difficulties

44. Power to remove difficulties If any difficulty arises as to the first constitution of the Board or otherwise in first giving effect to the provisions of this Act, the State Government, as occasion may require, may by order do anything which appears to it necessary for the purpose of removing the difficulty.
