78. Disputes as regards improvements — If a question arises as to- (a) the right to make an improvement, or (b) whether a particular work is an improvement, or (c) whether a work contravenes the provisions of section 71, or (d) the amount of compensation under sub-section (1) or of abatement of rent under sub-section (2) of section 73. or (e) whether compensation is payable for any improvement, or (f) the amount of such compensation .or (g) the right to the benefit of an improvement under section 73. the Assistant Collectors shall. on. application or otherwise. decide the question.
