30. Matters to be considered when framing schemes When framing scheme in respect of any area, regard shall be had to- (a) the nature and the conditions of such area and of neighbouring areas as a whole; (b) the several directions in which its expansion appears likely to take place; (c) the likelihood of schemes being framed for other parts of the area; and (d) such other matters as may be prescribed.
