28. Power to amend Schedule. - The Government may, by notification, include any body, authority or institution or fund established by or under any law or order of the Government in the Schedule to this Act: Provided that no body, authority or institution or fund shall be omitted from the Schedule except by the authority of law made by the State Legislature.
