15. Where, by any Act, a power to make orders, rules or forms is conferred, then, such power shall be exercised in accordance with the provisions of that Act, and the rules made shall be published in the Official Gazette and, on the publication, shall have the force of law; and the aforesaid powers shall also include the power to add, to vary or rescind the orders, rules or forms made thereunder in such manner and subject to such restrictions and conditions as may be laid down in that Act.
