Section 19. Continuation of rules etc., issued under enactments repealed.

19. Where any Act is repealed and is enforced as a new Act with or without modification, then, unless it is otherwise expressly provided, any order, rule or form issued under the repealed Act shall, so far as it is not inconsistent with the provisions of the new Act, continue in force, and be deemed to have been issued thereunder, unless and until it is repealed by any order, rule, form or procedure issued under the new Act.
