538. Except as hereinafter provided, no person, shall without a licence from the Commissioner, sell or expose for sale any four-footed animal or any meat or fish intended for human food, in any place other than a municipal or private market: Provided that nothing in sub-section (1) shall apply to fresh fish sold from, or exposed, for sale in, a vessel in which it has been brought direct after being caught at a river or lake.
